Why Florida costs what it does

Florida prices about 55 percent above the national average in our state table, for three reasons.

  • Hurricane and flood exposure. Any policy that covers property pays for the state’s storm history, and a BOP feels it most: the gap between Florida and the national average is wider for a BOP than for general liability alone. Coastal ZIP codes price highest, and flood is usually a separate policy.
  • Litigation costs. Florida is one of the most expensive states in which to defend a liability claim. Settlements run higher and cases run longer, and both are baked into every trade’s liability rates.
  • No state income tax. This is the offset. Florida does not tax personal income, so a sole proprietor moving from a state that taxes both recovers part of the heavier premium elsewhere.

What Florida requires

Two state bodies matter. The Florida Office of Insurance Regulation (OIR) regulates the insurers themselves. The Florida Department of Financial Services (DFS) licenses agents and runs the Division of Workers’ Compensation, which enforces the rule most small businesses ask about.

Florida’s workers’ compensation rule depends on what you do. A construction business needs coverage with one or more employees, and owners count unless they hold an exemption from DFS. A non-construction business needs it at four or more employees, and an agricultural employer at six regular employees or twelve seasonal workers. How to lower your premium in Florida

Together these can move a Florida premium by a third or more.

  • Get the classification right. A bookkeeper rated as a general consultant pays for a risk they do not carry. Describe the work precisely when you quote.
  • Quote real revenue. Premiums scale with revenue, and quoting projections instead of actual figures means overpaying until renewal.
